About the Program

The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center, Intelligence Electromagnetic Warfare and Sensors (IEW&S) Directorate, operates the Army Reprogramming Analysis Team (ARAT) at Aberdeen Proving Ground. ARAT builds, tests, and distributes mission software for fielded electromagnetic warfare systems, including the AN/APR-39 radar warning receiver family, the AN/APR-48A/B Modernized Radar Frequency Interferometer, the Aircraft Gateway Processor on the AH-64, and the AN/VLQ-12 CREW Duke. ARAT targets its mission software products to 14 geographic areas of responsibility across six combatant commands.

The ARAT Innovation Initiatives effort modernizes that infrastructure: browser-based threat modeling in the Signal Modeling Framework, automated RF hardware-in-the-loop testing through the Unified Test Automation Suite and software-defined radios, an automated Air/Terrestrial Testbed, test data warehousing, automated mission data product generation, and the ASPEN software distribution portal across NIPR, SIPR, and JWICS. Work is executed in Agile sprints with DevSecOps practices in a Government-approved GitLab environment.

Position Summary

The Technical Writer produces the software and program documentation the contract requires, including the System Users Manual for directed efforts, and the Help content delivered inside each software installation package. The role prepares and edits the CDRL deliverables - trip reports, presentation material, Quarterly Management Review packages, meeting minutes, Monthly Status Reports, the Software Version Description, and the Completion Summary Report - to the standard that no substantive Government correction is required. It authors in Markdown within the Government-approved GitLab repository, maintaining documentation as code alongside the software baseline, and applies correct CUI marking to draft and delivered material.

Key Responsibilities

  • Produce the System Users Manual for directed efforts, and the Help content delivered inside each software installation package.
  • Prepare and edit the CDRL deliverables, including trip reports, presentation material, Quarterly Management Review packages, meeting minutes, Monthly Status Reports, the Software Version Description, and the Completion Summary Report.
  • Meet the standard that deliverables require no substantive Government correction.
  • Author in Markdown within the Government-approved GitLab repository, maintaining documentation as code alongside the software baseline.
  • Apply correct CUI marking to draft and delivered material and maintain document baseline discipline.
  • Supervise and review the documentation work of other contributors.

Required Qualifications

  • Bachelors degree in engineering, computer science, or a related technical discipline.
  • 4 to 8 years of relevant professional experience in technical documentation.
  • Active DoD Secret clearance at time of application.
  • Position-specific training beyond the common set: Records management and CUI marking discipline; the writer handles CUI draft deliverables. Derivative Classification where the writer prepares classified documentation.
  • Ability to travel to Aberdeen Proving Ground, Maryland for reviews and integration events. Contractor location carries flexibility for this position.

Preferred Qualifications

  • Society for Technical Communication (STC) Certified Professional Technical Communicator (CPTC) Foundation.
  • API/technical documentation certification.
  • Microsoft Office Specialist (Word Expert).
  • Experience with docs-as-code workflows using MkDocs, Sphinx, or Hugo.

Technical Skills and Tools

Markdown and docs-as-code authoring; GitLab Wiki, Pages, and merge-request documentation workflow; System Users Manual and Help content development; CDRL preparation and editing (DI-ADMN-81308A, DI-ADMN-81373, DI-ADMN-81250C, DI-MGMT-80368A, DI-IPSC-81442, DI-SESS-81000); static site generators (MkDocs, Sphinx, Hugo); technical editing and style consistency; CUI marking and handling; version control and document baseline discipline; Microsoft Word and Adobe Acrobat production; graphics and diagram preparation.

Vendor and tool training that carries weight: Markdown and docs-as-code authoring; GitLab Wiki, Pages, and merge-request documentation workflow; static site generators (MkDocs, Sphinx, or Hugo); DocBook/DITA familiarity; Microsoft Word and Adobe Acrobat for CDRL production.

Security and Training Requirements

  • An active DoD clearance at the level shown above is required. Secret is the floor across this contract.
  • A signed non-disclosure agreement is required before start of performance.
  • Common Access Card issuance runs approximately 24 hours; full network and facility access typically takes three to four business days after in-processing.
  • Every position carries the universal DoD and Army training set, completed at start of performance and refreshed on the Army cycle: DoD Cyber Awareness Challenge, Threat Awareness and Reporting Program (TARP), annual security refresher, insider threat awareness, controlled unclassified information handling, Antiterrorism Level I, iWATCH briefing, ATCTS registration, and installation access processing.
