Exciting opportunity to lead and mentor a high-performing team supporting proposal and capture activities within the Resilient Connectivity Products (RCP) portfolio of Collins Aerospace’s Mission Systems division. The selected candidate will manage a team of eight finance professionals responsible for proposal efforts ranging from large, complex, sole‑source pursuits to competitive, strategic proposals and smaller sole‑source bids.

This highly visible role requires extensive collaboration with cross-functional proposal teams, subcontractors, customers, and Senior Leadership. The ideal candidate will excel at managing deadlines in a fast-paced environment, multitasking across diverse assignments, and providing strategic guidance on proposal planning, pricing, and compliance. The role includes summarizing and presenting key information to leadership and contributing to the RCP portfolio’s financial success by delivering compliant, compelling, and competitive proposals aligned with customer requirements and company estimating system standards.

What You Will Do:

  • Lead and manage a team of professionals, providing day-to-day direction, workload coordination, mentoring, and performance oversight.
  • Develop pricing strategies, complex cost models, business case analyses, and comprehensive cost rationales, including tests of reasonableness, to support competitive and compliant proposals.
  • Manage a broad portfolio of proposal and estimating activities, ensuring deliverables meet quality standards, schedules, deadlines, and customer requirements.
  • Conduct and oversee independent reviews of proposal packages and Basis of Estimate (BOE) documentation to ensure accuracy, completeness, consistency, and compliance.
  • Ensure adherence to FAR/DFARS regulations, RFP requirements, and Estimating System policies, procedures, and controls.
  • Support capture and proposal development activities, including early gate reviews, pricing strategy development, and effective transitions to the cost volume team.
  • Coordinate cross-functional stakeholders and engage team members early in the proposal lifecycle to align requirements, responsibilities, and deliverables.
  • Develop and execute negotiation strategies, prepare for customer discussions, and support audit responses and requests for supporting cost documentation.
  • Drive process compliance, continuous improvement, and consistent application of estimating and pricing best practices across the organization.
  • Strengthen estimating and pricing capabilities by sharing expertise, mentoring team members, fostering collaboration, and building effective relationships with internal stakeholders and cross-functional partners.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
  • Experience in proposal development, finance, or accounting
  • Experience with government regulations related to developing and negotiating cost proposals (FAR, DFARS, CAS, TINA) and supporting DCAA/DCMA audits

Qualifications We Prefer:

  • Degree in Finance, Accounting, or Business
  • Experience leading proposal, estimating, or pricing teams within a government contracting environment.
  • Knowledge of Collins Aerospace or RTX financial systems, proposal processes, and estimating tools.
  • Familiarity with competitive analysis, price-to-win methodologies, and market assessment.
  • Experience supporting large, complex, or multi-partner capture and proposal efforts.
  • Negotiation skills and experience supporting fact-finding activities, audits, and customer negotiations.
  • Experience with coaching, mentoring, and developing team members while building high-performing teams.
  • Advanced Microsoft Excel, analytical, and data modeling skills, with experience in data visualization preferred.
  • Experience with Earned Value Management (EVM), program cost control, or program finance.
  • Knowledge of how to translate complex data and financial analyses into clear, executive-ready narratives and presentations.
