Department Overview
This position is in the Payroll, Timekeeping and Labor Distribution Service Center, within OHSU Finance. OHSU Finance is the division within Oregon Health & Science University charged with the overall responsibility of accurately processing, reporting, and interpreting the universitys financial transactions. We support healing, teaching, discovery, and outreach at OHSU by delivering quality financial information and services to the institution, its sponsors, and the community. Under the direction of the VP of Financial Operations, this role is critical in providing expertise in reporting, analyzing and interpreting Payroll, Timekeeping and Labor Distribution data to support informed strategic decisions.Function/Duties of Position
Reporting to the Director Payroll Analytics and Customer Support, the Senior Payroll & Timekeeping Systems Reporting Analyst is a strategic role responsible for driving data-driven payroll operations and delivering actionable insights across all payroll, timekeeping, labor distribution (LD). This role is critical in supporting the payroll, timekeeping and LD team with complex data and queries to ensure compliance of payroll operations and to support informed business decisions.
The ideal candidate combines deep payroll, timekeeping and wage and hour expertise, strong systems expertise and strong analytical capabilities.
BI Solution Development & Data Management
- Collaborate with customers and the Payroll Reporting team members to understand business requirements and design, develop, implement and support complex solutions utilizing Cognos Analytics, SQL, Cognos Event Manager and additional BI data visualization products and tools.
- Develop, maintain and monitor metrics, dashboards, and recurring reports to measure current and desired state, and incorporate into future strategy and initiatives.
- Respond to requests for data analyzing the payroll, timekeeping and Labor Distribution (LD) data. Provide technical assistance for individuals needing assistance in analyzing and interpreting data.
- Create and maintain detailed technical documentation for deliverables including but not limited to specifications and process flows.
- Ensure that leadership has the data and analytics available in an easy to digest and actionable format.
- Proactively identify opportunities for reporting solutions to meet business needs and strategic initiatives and create proposals and accompanying technical and functional specification documentation.
- Develop solutions that adhere to data governance, data security, best practices and established report standards. This work ensures that the information assets of OHSU are leveraged to enhance financial and operational decisions and to meet institution goals.
- In conjunction with other team members, establish and maintain standard core payroll, timekeeping and labor distribution reports and metrics that can be utilized in fulfilling ah-hoc user requests as well as reports that can be deployed to users to run as needed based on security profiles.
- Provide critical data needed for OHSU Financials and Budgeting to support workforce cost modeling, payroll accruals, forecasting, budgeting activities.
- Ensure data accuracy and integrity across payroll systems and reporting outputs.
- Respond to requests for information (RFI) including RFI for collective bargaining agreements and public requests related to Payroll, Timekeeping, Labor Distribution (LD).
- Respond to public data requests for Payroll, Timekeeping and Labor Distribution (LD).
- Provide ad-hoc reports and SQL queries to the Payroll, Timekeeping and LD teams. Develop and maintain SQL queries and reports for payroll, timekeeping and LD to support complex reviews and pay period processing needs.
Program & Project Management
- Management of small projects involving systems and reporting solutions that have implications for ongoing payroll, timekeeping and labor distribution efforts throughout the institution and new initiatives and programs.
- Develop and maintain project plans and other project deliverables utilizing waterfall and agile project methodologies.
- Collaborate with stakeholders and sponsors to identify key metrics, performance indicators and other project deliverables.
- Apply business area expertise to define and frame complex, multi-dimensional projects by estimating level of effort, creating timelines, identifying risks and milestones, and providing status reporting to others as defined.
- Provide project updates and coordinate communication efforts to ensure project deliverables are deployed efficiently and effectively.
- Collaborate with OHSU Finance areas to manage efforts related to improving payroll, timekeeping and labor distribution data and structures to enhance reporting capabilities and eliminate data inadequacies.
- Participate on project teams to develop/enhance data availability and technical capabilities.
- Identify opportunities to improve payroll, timekeeping and LD processes through automation, system enhancements, and data integration.
- Partner with HRIS, Finance, and IT teams on system implementations and upgrades.
Compliance & Controls
- Develop and maintain SQL queries and reports for payroll, timekeeping to review and ensure alignment with the federal, state, collective bargaining agreements and OHSU policies and procedures.
- Support internal and external audits by providing required data, documentation, and analysis.
- Monitor and enhance payroll, timekeeping and LD controls to mitigate operational and financial risk.
- Analyze payroll data to identify trends, variances, and anomalies across multiple geographies and pay groups.
- Perform root cause analysis on payroll discrepancies and recommend corrective actions.
Documentation, Education & Training, Cross-Functional Collaboration
- Create and deliver presentations interpreting and educating OHSU leadership, OHSU Finance and other departments and individuals on Payroll, Timekeeping and Labir Distribution metrics and analytics.
- Thoroughly document business requirements, data architecture solutions, business processes and training material for business and technical audiences.
- Design and develop education and training materials utilizing multiple media types for creation and delivery to various audiences.
Create guidelines, processes and other documentation ensuring transparency while adhering to confidentiality requirements.
Act as a subject matter expert for payroll, timekeeping and labor distribution data across departments.
Collaborate with the OHSU Finance team on reconciliations, accruals, and financial reporting requirements.
- Translate complex data into clear, concise insights to support leadership in decision making.

Required Qualifications
- Bachelor’s degree in related field or equivalent education/experience.
- Five years of experience with database query, analytic and reporting tools.
- Three years of experience as a project manager for technical projects.
- Two years of Payroll experience that demonstrates understanding of the administrative systems, processes and human resources functional areas.
Skills & Abilities
- Strong analytical, problem-solving and conceptual skills.
- Ability to use current enterprise BI tools to write complex reports including joining data from different systems and external data sources.
- Ability to build interactive dashboards.
- Demonstrated ability to consult with and provide data driven insights to non-technical audiences, including senior executive leadership
- Ability to plan, organize and present training and other presentations to diverse employee groups.
- Advanced level experience with MS Office suite (Excel, Word, PowerPoint, Access, Outlook, Visio, Project)
- Ability to map processes. Can take a Payroll, Timekeeping or Labor Distribution process, map it and then understand how data is entered and stored in the source system and then the ETL and Framework Manager process to create the structure used for reporting.
- Strong problem solver who can evaluate a situation and ask the critical questions to understand the problem and then select a solution resulting in problem resolution.
- Good organization, follow through and time management skills; ability to prioritize and meet timelines; accomplish work in order of priority while professionally maintain composure and effectiveness under pressure and changing conditions.
- Experience establishing and maintaining effective working relationships with individuals from a variety of professional backgrounds and levels in an organization.
Preferred Qualifications
- Power BI experience.
- Experience with IBM Cognos Business Intelligence Tools.
- SQL/Database (Oracle, SQL Server, etc.) experience.
- Experience creating technical documentation for reports and data/report models.
- Advanced expertise with the Oracle payroll and UKG Kronos systems.
- Experience with data modeling tools.
- Experience with Systems Development Life Cycle (SDLC) processes and procedures.
