Economist/Senior Economist (FADR1)

The Fiscal Affairs Department of the International Monetary Fund is seeking candidates for Economist/Senior Economist positions in its Revenue Administration Division 1. The roles require substantial senior-level experience in capacity development (CD) in revenue administration. Successful applicants will lead CD projects across countries in Asia Pacific, Europe, the Middle East, Central Asia, and North Africa, covering topics such as:

  • Development of strategies to implement major tax policy and administrative reforms.
  • Advice on improvements to the organization, management, and governance of tax and/or customs administrations.
  • Advice on modernizing procedures for the assessment and collection of taxes, customs duties, and social security contributions, including relevant support functions.
  • Data analytics, including tax revenue performance analysis with an emphasis on tax gap measurement and tax yield estimation.
  • Development of balanced service and enforcement compliance programs.
  • Digital transformation of revenue administration.
  • Development and management of medium-term CD projects to support the design and implementation of country authorities’ revenue reforms.

Successful applicants will manage CD projects and backstop revenue administration experts working in member countries or regional CD centers covered by the division. They will also contribute to the division’s research and analytical work and may participate in Fund program and surveillance missions focused on revenue administration issues.

Candidates who are not selected for this role may be considered for a Technical Assistance Advisor role (HQBC/Headquarters-Based Contractual position with an initial two-year appointment). Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbents performance, budget availability, and continuous business need.

Qualifications

Minimum requirements for candidates include:

  • An advanced university degree or equivalent qualification relevant to professional work and four years of professional experience.
  • Preference will be given to candidates with 10 years’ experience with a tax/customs administration or an international organization providing CD on revenue policy and administrative matters.
  • Strong oral and written communication skills in English.
  • Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities, as well as donors, and to handle sensitive issues with discretion in a multicultural environment.

In addition, the following qualifications and experiences are highly desirable:

  • Direct experience in a revenue administration at a senior management level.
  • Leadership or participation in the implementation and governance of major tax policy and administration reforms in developed and/or developing countries. 
  • Sound understanding of effective tax policies and administrative approaches for developing countries, based on a combination of theoretical and practical experience.
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
