Oxford Risk Management Group is seeking an Insurance Product Director to join our growing team in Sparks, MD, Hybrid, or Remotely.
As Insurance Product Director at Oxford Risk Management Group, you will serve as a senior home-office technical authority for Oxfords Commercial Casualty products, with primary emphasis on Commercial Auto, Commercial General Liability, and Excess Liability. This position requires exceptional technical judgment, strong communication and organizational skills, and the ability to lead complex product initiatives across multiple departments and external business partners.
The ideal candidate will have extensive experience with commercial insurance product development and management, including coverage forms, rating rules, state filings, regulatory requirements, and product governance. The Insurance Product Director must possess deep knowledge of ISO products and processes, non-ISO and manuscript forms, admitted and non-admitted markets, and state-specific insurance requirements.
The Insurance Product Director will oversee the product lifecycle from design and regulatory approval through implementation, maintenance, and ongoing governance. The role will translate legal, regulatory, coverage, rating, and operational requirements into clear product standards and will serve as a trusted technical resource to Underwriting, Compliance, Operations, Revenue, Claims, Actuarial, Information Technology, and executive leadership.
How You Will Contribute:
- Owns and manages Oxfords Commercial Auto, Commercial General Liability, and Excess Liability product framework, including coverage forms, endorsements, rating rules, underwriting rules, state requirements, and product documentation.
- Serves as the primary technical resource for complex questions involving coverage interpretation, policy construction, rating methodology, form selection, regulatory requirements, and product best practices.
- Develops and maintains clear product standards governing the appropriate use of ISO forms, company-specific forms, non-ISO forms, and manuscript endorsements.
- Evaluates how definitions, insuring agreements, exclusions, conditions, limits, aggregates, defense provisions, and endorsements interact within a policy and across primary and excess layers.
- Identifies and resolves coverage gaps, conflicting provisions, unintended coverage grants, inconsistencies between underlying and excess policies, and other policy-construction concerns.
- Maintains current knowledge of ISO circulars, coverage revisions, rules, classifications, loss costs, rating plans, and implementation requirements and assesses their impact on Oxfords products and portfolio.
- Leads the review and implementation of new or revised ISO programs and determines where Oxford should adopt, modify, defer, or supplement ISO content.
- Develops, revises, and maintains proprietary coverage forms, endorsements, rules, and supporting product materials in coordination with Legal, Compliance, Underwriting, Claims, Actuarial, and external resources.
- Oversees state form, rate, and rule filing strategies for admitted products, including preparation and submission of filings, management of objections, and coordination of responses to state Departments of Insurance.
- Communicates directly with state insurance regulators, filing counsel, fronting carriers, and other external partners to address product questions, filing objections, regulatory concerns, and approval requirements.
- Applies strong knowledge of admitted, non-admitted, and surplus lines markets, including state-specific requirements, filing obligations, documentation standards, stamping or tax considerations, and placement limitations.
- Establishes and maintains a state-by-state product matrix identifying approved forms, rates, rules, deviations, required notices, cancellation and nonrenewal requirements, and other jurisdiction-specific considerations.
- Monitors legislative, regulatory, judicial, ISO, and market developments that may affect Oxfords products and coordinate timely changes to forms, rules, procedures, and systems.
- Provides product guidance regarding trucking and transportation exposures, including motor-carrier coverage requirements, financial responsibility filings, policy forms, rating considerations, and state or federal regulatory requirements.
- Supports Oxfords captive and alternative-risk product suite by ensuring that primary, captive, pooled, fronting, and excess layers are documented clearly and operate as intended from a coverage and policy-construction perspective.
- Evaluates the interaction among deductibles, self-insured retentions, captive participation, loss funds, attachment points, limits, fronting arrangements, reinsurance, and excess coverage to identify structural or documentation concerns.
- Develops product governance standards, approval protocols, and controls for new products, coverage enhancements, manuscript endorsements, state exceptions, and deviations from established product requirements.
- Translates product requirements into clear business specifications for policy administration, rating, document-generation, workflow, and data systems and participates in testing and implementation validation.
- Partners with Claims to evaluate coverage disputes, litigation trends, and emerging interpretations and uses those insights to improve forms, endorsements, product guidance, and policy-construction practices.
- Partners with Actuarial to ensure that rating plans, loss costs, classification structures, increased-limits factors, deductible credits, and other rating components are implemented accurately and consistently with approved product rules.
- Provides functional leadership and coordination to internal subject-matter experts, external consultants, filing resources, and product vendors supporting Oxfords Commercial Casualty products.
- Advises senior leadership regarding product-related risks, regulatory developments, market practices, implementation priorities, and opportunities to enhance Oxfords product suite.
- Maintains complete and accurate records of product decisions, regulatory approvals, form and rate changes, implementation requirements, and governance actions.
- Manages multiple complex product initiatives simultaneously while meeting established deadlines and maintaining high standards for technical accuracy, regulatory compliance, and execution quality.
Skills & Experience to be Successful:
Required
- Bachelors degree and a minimum of ten years of progressively responsible Commercial Property and Casualty insurance experience; an equivalent combination of education and highly relevant industry experience may be considered.
- Substantial home-office product experience involving Commercial Auto, Commercial General Liability, and Excess Liability coverage forms, rating rules, filings, or product governance.
- Deep technical knowledge of ISO products and processes, including coverage forms, endorsements, rules, classifications, loss costs, circulars, and state implementation requirements.
- Demonstrated experience developing, reviewing, or implementing non-ISO, proprietary, and manuscript coverage forms and endorsements.
- Significant experience preparing or managing form, rate, and rule filings and responding to questions or objections from state Departments of Insurance.
- Strong knowledge of admitted, non-admitted, and surplus lines markets and the regulatory and procedural requirements applicable to each.
- Demonstrated ability to analyze complex coverage, rating, regulatory, and policy-construction issues and develop practical, well-supported solutions.
- Experience leading cross-functional initiatives involving Underwriting, Compliance, Legal, Claims, Actuarial, Operations, and Information Technology.
- Strong leadership, project management, written, verbal, analytical, organizational, and interpersonal communication skills.
- Advanced proficiency in Microsoft Office, including Excel, and experience working with policy administration, rating, forms, filing, or regulatory systems.
Preferred
- Commercial Auto product experience involving trucking, motor carriers, or other transportation risks.
- Experience supporting captive insurance, fronting, alternative-risk, or multilayer casualty program structures.
- Experience with SERFF and other regulatory filing or product-content management platforms.
- Experience implementing insurance products within a policy administration system and translating coverage, rating, and state requirements into business and system specifications.
- Property and Casualty insurance license and/or a recognized industry designation such as CPCU, AU, ARM, CIC, or ARe.
- Prior experience providing functional leadership to product specialists, analysts, filing professionals, or external product resources.
Pay Range
$200,000 - $240,000 AnnualThe pay range provided above is made in good faith and based on our lowest and highest annual salary or hourly rate paid for the role and takes into account years of experience required, geography, and/or budget for the role.
