Job Summary
We are seeking an experienced Program Director to support the VA Center for Care and Payment Innovation (CCPI) Strategic Planning Division (SPD) enterprise portfolio, ensuring alignment of program objectives, timelines, milestones, and deliverables with VA strategic priorities and task order requirements, including comprehensive program, portfolio, and pilot management support, providing senior-level program management and strategic advisory support across a complex set of enterprise-level initiatives within the nations largest federal health system. In this role, you will serve as a trusted advisor to SES-level VA leadership, driving program strategy, portfolio oversight, and cross-functional coordination to advance mission-critical data-driven and value-based health care solutions that transform and improve Veteran care. You will also be responsible for developing high-quality briefing materials and deliverables tailored for Congressional audiences, ensuring clear communication of program status, impact, and strategic direction. The ideal candidate is a seasoned federal health sector leader who combines executive-level advisory acumen with hands-on portfolio management expertise and thrives in a fast-paced, high-visibility environment where strategic thinking, stakeholder diplomacy, and precise written communication are equally valued.
Primary Responsibilities
Provide senior program management oversight across the VA Center for Care and Payment Innovation (CCPI) Strategic Planning Division (SPD) enterprise portfolio, ensuring alignment of program objectives, timelines, milestones, and deliverables with VA strategic priorities and task order requirements, including comprehensive program, portfolio, and pilot management support. Serve as a principal advisor to SES-level VA leadership on program strategy, risk management, organizational change, and initiative performance, offering evidence-based recommendations that inform executive decision-making. Lead the development, coordination, and quality review of Congressional briefing materials, testimony preparation documents, and legislative reports, ensuring accuracy, clarity, and alignment with VA messaging and policy positions. Oversee enterprise portfolio governance activities, including the establishment and maintenance of program dashboards, integrated master schedules, risk registers, and performance metrics across priorities aligned with the development of data-driven and value-based health care solutions that transform and improve Veteran care. Facilitate cross-functional collaboration among VA program offices, contracting officials, clinical stakeholders, and external partners to resolve program impediments, drive decision-making, and maintain continuity of operations across pilot design, resourcing, evaluation, strategic planning, and enterprise decision-making supporting CCPI SPD initiatives. Develop and maintain comprehensive program documentation including strategic plans, program management plans, executive status reports, and after-action reviews, ensuring audit-readiness and compliance with federal program management standards and VA policies.
Minimum Qualifications
Minimum 10 years of progressive program management experience within the federal health sector, with demonstrated responsibility for large-scale, enterprise-level initiatives. Masters Degree in Business Administration, Public Health, Health Administration, Public Policy, or a closely related field is required. Demonstrated experience providing advisory support directly to SES-level or equivalent federal executives, preferably within the VA, DoD, HHS, or a comparable large federal health agency. Ability to obtain and maintain a VA PIV credential and successfully complete a VA background investigation; active federal suitability or security clearance is preferred. Must be authorized to work in the United States; this position does not offer visa sponsorship. Project Management Professional (PMP) certification or a recognized equivalent (e.g., PgMP, FAC-P/PM Senior) is required at time of hire.
Desired Qualifications
Experience supporting development of data-driven and value-based health care solutions that transform and improve Veteran care while reducing cost and administrative burden within a VA Medical Center (VAMC), Veterans Integrated Service Network (VISN), or Veterans Health Administration Central Office (VHACO) environment. Familiarity with statutory authorities and responsibilities associated with testing new models of care, including support for waiver requests where authorized, and leadership of or collaborate on legislatively directed pilot initiatives. Experience with VA/VHA policies and processes aligned with connect pilot design, resourcing, evaluation, strategic planning, and enterprise decision-making. CCPI requires comprehensive program, portfolio, project, stakeholder, communications, and operational support to sustain these functions and maintain program continuity across active and future pilots. Prior experience authoring or directly supporting Congressional Budget Justifications (CBJ), congressional briefings, or formal legislative correspondence on behalf of a federal health agency. Demonstrated experience implementing or overseeing portfolio management frameworks such as PMIs Standard for Program Management, PPBE processes, or OMB Circular A-11 capital planning requirements within a federal health context. Proficiency with VA enterprise tools and systems such as the VA Procurement and Logistics Office (P&LO) platforms, PowerBI-based dashboards, or the VAs Integrated Financial and Acquisition Management System (IFAMS).
