Raytheon’s Construction Engineering Group is seeking a Construction Surveillance Technician (CST) to support a large secure facility construction project at Misawa Air Base in Misawa, Japan. You will be part of an on-site team that is responsible for ensuring the integrity and security of the construction site. You will report to the on-site Raytheon Site Security Manager (SSM) and collaborate with a team of Raytheon and Government personnel supporting the project.
You will be in instrumental in ensuring the security and integrity of the project and contributing to the successful execution of critical United States Government missions.

This onsite unaccompanied position will be in Misawa Air Base, Misawa, Japan for a long-term international assignment with additional compensation.
Work will be primarily first shift but will also include extended hours and possibly weekends.
What You Will Do
- Responsible for monitoring construction contractor personnel to prevent unauthorized activities, inspection of materials and storage control.
- Observe day-to-day contractor activities.
- Observe construction of foundations, utilities, and facilities with the goal of ensuring that no unauthorized activities take place.
- Inspect construction materials as they arrive on site and ensure that material storage meets program requirements.
- Coordinate with the on-site security team to ensure that contractor personnel are monitored 100% of the time while on site.
- Maintain logs and documentation of personnel on-site and inspections performed.
- Report to the on-site Raytheon Site Security Manager (SSM) and collaborate with a team of Raytheon and Government personnel supporting the project.
Qualifications You Must Have
- High School Diploma or AA/AS degree (or other 2-year post high school training) with a minimum of 5 years of relevant experience.
- Experience in field observation of construction projects
- Experience in a Construction Surveillance Technician (CST) role on a construction project.
- Experience in international construction to US Government standards
- Active and transferable U.S. government issued Top Secret security clearance is required prior to start date, with ability to obtain SCI .
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Department of State Construction Surveillance Technician Certification (SE631 or equivalent).
- Experience with secure facility construction methods and requirements.
- Experience with construction acceptance and accreditation processes.
- Knowledge of international construction best practices and coordination / communication standards.
- Excellent communication and interpersonal skills.
