Our Global Supply Chain organization is seeking a Manager, Subcontracts Management to support the programs, proposals, and business objectives of the Commercial &amp; International Sector. This role will lead a team responsible for the full life cycle (“cradle-to-grave”) subcontract management activities supporting primarily Energy, Infrastructure, &amp; Automation (EIA) programs which complies with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. Initially, this role will support the EIA Business Area, which is innovating in grid modernization, sustainable and renewable energy initiatives, and industrial energy optimization work, which is a growth engine for our Commercial &amp; International Sector. While this position allows for teleworking and remote support, travel will be required for in-person engagements with Internal Customers and suppliers and to Leidos Headquarters in Reston, VA.</p><p>The successful candidate will manage a team of Subcontracts professionals, providing strategic leadership in Supply Chain and acting as a key interface between Leidos management and senior supplier management. The team will serve as the primary liaison between subcontractors and the program, contractually managing agreements of various types (i.e., typically of a high dollar value, risk, and complexity). This role will require close collaboration with other functions, such as contracts, project control, finance, growth, to ensure the successful execution of the assigned portfolio. You are expected to align subcontract outcomes with program and division objectives while ensuring engagement from GSC functional teams and providing supply chain insights to portfolio leadership. To succeed, you must communicate effectively, manage time, prioritize tasks, and delegate while staying informed on details and progress to ensure successful outcomes.</p><p> In addition to leading the team, the candidate must be willing to directly manage subcontracts on select programs when needed. They will be expected to align subcontract outcomes with program and division objectives, communicate effectively, manage their time efficiently, prioritize tasks, meet deadlines with minimal supervision, and demonstrate attention to detail. The ideal candidate will be adaptable, capable of working independently, and willing to roll up their sleeves to ensure the success of both their team and their individual contributions, and act as the Global Supply Chain key point of contact for this Business Area. You will serve as the primary liaison between Internal Customers and the Global Supply Chain, as well as the primary interface between Internal Customers and subcontractors, managing high-value, complex subcontract agreements.</p><p></p><p>Primary Responsibilities</p><p></p><p>The position requires the use of business acumen, the demonstration of sound judgement, ability to prioritize and lead the team to execute effectively in a fast-paced workstream, in addition to a thorough knowledge of federal and commercial subcontracting, and experience providing creative solutions to business and program requirements. While not an exhaustive list, activities in the subcontracting process that are responsibilities of this role are: performing and leading a team of Subcontracts professionals in crafting teaming strategy and leading proposal activities, subcontract award, and post-award management (e.g., subcontract modifications, risk identification &amp; mitigation, issue resolution, internal reporting, closeout activities, etc.). Further, the position will be expected to identify and mitigate complex issues or risks for their assigned portfolio and briefing executive stakeholders on supply chain risks and “go-no-go” recommendations.</p><p></p><p>As a manager, this position will be responsible for making assignments and setting clear expectations, holding staff accountable to commitments and goals, overseeing the quality of work under their responsibility, conducting performance reviews, developing and encouraging their team to perform at a high level, while striving for continuous improvement.</p><p></p><p>Basic Qualifications</p><ul><li>Requires a Bachelor’s Degree or equivalent experience and 5+ years or prior relevant experience or Masters with 3+ years of prior relevant experience. Generally has 2+ years of experience supervising or leading teams or projects</li><li>Must be US Citizen</li><li>Experience awarding and managing subcontracts in a government approved purchasing system including an advanced knowledge of the requirements of the FAR and DFARS</li><li>Successful track record of using negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position</li><li>Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers</li><li>Experience independently leading the subcontracts portion of proposal efforts</li><li>Must have the organizational skills to manage concurrent projects and possess the business acumen to appropriately prioritize actions and deal effectively with subcontract management issues of varying degrees of complexity</li><li>Must be able to clearly communicate, including presenting status updates and issues to senior management, internal partners, and suppliers</li></ul><p></p><p>Preferred Qualifications</p><ul><li>Undergraduate degree preference: Supply Chain Management, Legal, Contracts, or Business Administration</li><li>Experience building strong supplier relationships that can be leveraged to assist in future issue resolution</li><li>Experience supervising or leading a team(s)</li><li>Working experience with automated purchasing system (preferably Deltek Costpoint and iValua)</li><li>Experience managing international procurements and supporting international programs.</li><li>Professional certifications such as CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or equivalent.</li><li>Ability to engage senior leaders to address challenges and resolve issues.</li><li>Proven experience mentoring and motivating staff to achieve high performance.</li><li>Demonstrated Can-Do attitude with strong problem-solving abilities, forward-leaning and taking ownership of driving supply chain outcomes.</li></ul><p>Self-motivated, independent, and solution-oriented.</p><p></p><p>At Leidos, we don’t want someone who fits the mold—we want someone who melts it down and builds something better.
