Role description: Arcadis is seeking a highly skilled and motivated Change Manager to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Role accountabilities: <ul> <li>Lead and coordinate change management activities across all HTP Packages and Project Contracts, ensuring alignment with the HTP Project Management Plan (PMP) and GDC procedures.</li> <li>Evaluate proposed changes to scope, schedule, and cost from GDC, SEPs, and Project Contractors, providing technical assessments and recommendations.</li> <li>Manage the Notice of Proposed Changes (NPC) Log and ensure timely updates and documentation of all change activities.</li> <li>Collaborate with the GDC Program Office and SEP teams to develop negotiation strategies and coordinate responses to claims and change requests.</li> <li>Review and support the approval process for Contractor-Initiated Change Order Requests (CICs), ensuring compliance with project objectives and contractual obligations.</li> <li>Maintain version control and historical records of all approved changes, ensuring transparency and traceability.</li> <li>Provide input into change-related reporting and dashboards, supporting program-level oversight and decision-making.</li> <li>Support continuous improvement of change control processes and tools, contributing to the refinement of workflows and documentation standards.</li> </ul> Qualifications &amp; Experience: <ul> <li>Bachelors degree in Engineering, Construction, a related field or equivalent work experience.</li> <li>10+ years of proven experience in change management within large-scale infrastructure or transportation programs.</li> </ul> Key Skills and Abilities: <ul> <li>Strong understanding of project controls, contract administration, and technical review processes.</li> <li>Excellent analytical, negotiation, and communication skills.</li> <li>Familiarity with PMIS platforms and document control systems.</li> <li>Ability to manage multiple stakeholders and coordinate across teams.</li> </ul> Continue your career journey as an Arcadian.
