The Director, Government Affairs serves as a dedicated representative based in Washington, D.C., representing Alignment Health Plan on all matters related to Medicare Advantage (MA). This position is responsible for strategically moving forward the organizations federal public policy goals, building and maintaining relationships with members of Congress, their staff, federal agencies (particularly CMS), and industry coalitions. The role includes legislative analysis, strategy development, and advocacy execution.

Job Duties/Responsibilities:

  • Serve as the primary D.C.-based representative for Alignment Health Plan with Congress, federal agencies, and industry stakeholders.
  • Monitor and analyze legislative and regulatory activity impacting Medicare Advantage, dual-eligible populations, Star Ratings, payment methodologies, and risk adjustment.
  • Develop and implement lobbying strategies to advance policy priorities aligned with the plan’s growth, operational, and clinical goals.
  • Build and maintain trusted relationships with key congressional committees on both sides of the aisle including Senate Finance, House Ways & Means and House Energy & Commerce Committees, as well as agency officials, and coalition partners.
  • Internal Coordination with policy, legal, and executive leadership to provide strategic advice and real-time intelligence.
  • External Coordination with contract lobbyist, trade associations and relevant coalitions.
  • Draft position papers, official congressional and administrative responses, talking points, policy summaries, and reports regarding relevant congressional briefings.
  • Coordinate and prepare internal staff and executives for policymaker facing interactions both in and outside of Washington.
  • Represent the plan in industry associations, coalitions, and working groups relevant to Medicare Advantage.
  • Support the plan’s compliance with federal lobbying disclosure and reporting requirements.

Job Requirements:

Experience:

Required: Minimum 7–10 years of experience in Medicare and/or Medicare Advantage health policy focused government affairs and legislative/regulatory advocacy strategy.

Education:

Required: Bachelor’s degree in public policy, political science, health/public administration, or related field.

Preferred: Advanced degree.

Skills & Competencies:

Required:

  • Strong understanding of Medicare Advantage policy and regulatory structure, including CMS operations.
  • Ability to clearly and concisely develop advocacy strategy and project manage its implementation.
  • Comfort making strategic recommendations to executives.
  • Established relationships with Congressional health committees, CMS, and/or key health policy opinion makers.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to operate independently and represent the organization with a high degree of professionalism and integrity.

Pay Range: $126,422.00 - $189,634.00

Pay range may be based on a number of factors including market location, education, responsibilities, experience, etc.
